Pada dasarnya, setiap pekerja asing di Jepang memiliki hak hukum untuk mengajukan pengunduran diri dan pindah ke perusahaan baru, selama pekerjaan baru tersebut masih berada dalam ruang lingkup jenis visa yang sama. Proses Tenshoku ini secara umum dibagi menjadi dua kondisi utama:
